The right to basic education is a fundamental human right recognized in the Universal Declaration of Human Rights (1948) and in the UN Convention on the Rights of the Child (CRC), which was ratified by Nigeria in 1991. Education makes it possible for individuals to access other human rights. The Education sector in Nigeria faces numerous challenges such as inadequate funding and lack of transparency and accountability in the sector.
In addressing this issue, YouthHubAfrica in collaboration with Bridge Connect Africa Initiative (Bridge Connect), Development & Integrity Intervention Goal Foundation (DIG), Kayode Alabi Leadership and Career Initiative, Women’s Rights Advancement and Protection Alternative (WRAPA) are implementing a project “Accountability for Good Governance in Education (AGGE)” with the support of the USAID-supported Palladium SCALE intervention in 4 states and Federal Capital Territory.
This project focuses on enhancing good governance in the education sector through transparency and accountability in the work plan of Universal Basic Education Commission (UBEC), the disbursement and implementation of the UBEC funds in Kwara, Kano, Ebonyi, Kebbi and the FCT. The social value of this project is influencing increased financing for primary and secondary education through stakeholder engagement and enhancing transparency and accountability in the UBE fund through CSO coalition building and citizen engagement.
In this light, YouthHubAfrica invites interested persons to apply as a Consultant to conduct a desk review on the Universal Basic Education (UBE) Act and operation procedures of the Universal Basic Education Commission (UBEC).
The findings from the desk review will be used as a tool to educate and engage key education stakeholders, particularly facilitate citizens’ participation and engagement in UBEC processes and advocate for increased budgetary allocation to education at basic and secondary education by 3%.
Scope of Work
- Carry out a desk review, budget and procedural analysis of the UBE Act (2004) and level of budget implementation on education in Nigeria.
- From the findings on the desk review, budget and procedural analysis, a report will be developed on the performance of the federal government in simplifying the process for accessing the UBE Fund by state governments.
Key Deliverables
- Develop a desk review report on the Universal Basic Education (2004) Act.
- Develop a report on the working system of the UBEC and how it contributes to improving the education sector in Nigeria and the achievement of the SDG 4
Required Qualification:
- Over 10 years of experience working in the public education sector and its relevant government ministry, department and/or agency.
- Bachelor in Education (or any field related). Masters will be an added advantage.
- Proficiency in writing.
- Advanced knowledge of Nigeria’s political system and educational sector system.
- Ability to exercise sound judgment, remain flexible to a changing environment, and make decisions independently.
- Previous experience in handling similar consultancy or tasks.
