YouthHubAfrica is a youth-led organization working across Nigeria and the African continent to advance youth participation, civic engagement, gender justice, climate action, agroecology, digital rights, and accountable governance. Over the years, the organisation has implemented diverse youth-focused interventions, convenings, capacity-building programmes, policy engagements, and advocacy initiatives in collaboration with national, regional, and international partners.
As the scope of YouthHubAfrica’s work continues to expand, there is an increasing need to strengthen the organisation’s Monitoring, Evaluation, Accountability, and Learning (MEAL/M&E) systems. Robust M&E systems are critical to effectively track results, measure outcomes and impact, generate evidence for learning and decision-making, improve programme quality, and strengthen accountability to stakeholders—including young people, partners, and donors.
To support this organisational growth and institutional strengthening process, YouthHubAfrica intends to engage an experienced Monitoring and Evaluation consultant to assess existing M&E practices, identify gaps and opportunities, and support the design and institutionalisation of a fit-for-purpose M&E system that reflects the organisation’s values, thematic priorities, and long-term strategic objectives.
SCOPE OF WORK:
The consultant will:
- Conduct a rapid organisational M&E systems assessment to review existing monitoring tools, indicators, reporting templates, data management practices, and learning processes across programmes.
- Map YouthHubAfrica’s current programmes and thematic areas and align them with a results-based M&E framework that captures outputs, outcomes, and longer-term change.
- Support the development or refinement of clear indicators, data collection tools, and reporting mechanisms suited to youth-led, advocacy, and policy-influencing work.
- Strengthen internal capacity by working with staff to improve understanding and use of M&E data for adaptive programming, learning, and decision-making.
- Propose accountability and learning mechanisms that ensure evidence generated is used to inform strategy, programme design, and stakeholder engagement.
KEY DELIVERABLES
The consultant is expected to deliver the following:
- M&E Systems Assessment Report: A concise report outlining the current state of YouthHubAfrica’s M&E practices, key gaps, strengths, and priority areas for improvement.
- Organisational M&E Framework: A fit-for-purpose M&E framework aligned with YouthHubAfrica’s strategic priorities, thematic areas, and youth-led programming approach.
- Results and Indicator Matrix: A practical results framework including clear output and outcome indicators suitable for advocacy, capacity building, convenings, and policy engagement work.
- Standardised M&E Tools and Templates: Refined or newly developed tools for data collection, reporting, and tracking (e.g. activity tracking sheets, outcome monitoring tools, reporting templates).
- Learning and Accountability Plan: A simple, actionable plan outlining how YouthHubAfrica will document, reflect on, and apply learning across programmes, including feedback loops with young people and partners.
- Capacity Strengthening Session(s): At least one practical session with staff, particularly the M&E officer, to build understanding of the M&E framework, tools, and how to use data for programme improvement and strategic planning.

Two Months starting from April 2026

Supervisory arrangements: A Regular status update is considered necessary for the Program Officer, Governance.
ELIGIBILITY
The qualifications below represent the requirements to reach the maximum number of points in the technical assessment.
- Bachelor’s Degree in Statistics, Economics, or a related field; a master’s degree would be an added advantage.
- 7 years of professional experience in research, data analysis, monitoring, evaluation, accountability, and learning
- Applicants with prior engagement and experience delivering similar services for national organisations that have received funding from international partners such as the European Union, ID, USAID, Action Aid, etc., will be prioritised.
- Excellent writing and communication skills
