Role: Senior Programme Officer, M&E/Communication and Knowledge Management
Location: Full-time staff position– Abuja.
Duration: 2 years with likelihood of extension.
The Senior Programme Officer, M&E/Communication and Knowledge Management is responsible for leading project monitoring and evaluation, leading YouthHubAfrica reporting efforts for the project, providing leadership and direction for strategic communication and branding for project visibility and the dissemination of technical content of the project’s knowledge management (KM) portfolio.
Main duties and responsibilities will be:
Strategy and Leadership
- Provide vision and technical leadership for implementation of the project’s M&E, communication, branding and KM strategy to effectively capture, organise, access, and share information and knowledge on project activities.
- Design and managing the program’s performance monitoring and ensure that appropriate data is collected, verified, analyzed, reported on and incorporated into programmatic decision-making and planning per the Activity Monitoring and Evaluation Plan (AMEP).
- Supervise the documentation and dissemination of program learning, innovations, and key results, and the development of strategic communication products.
- Establish and champion KM and communications procedures and processes to maintain high quality and efficiency, facilitate innovation, and enable a high level of access to and use of information by project staff and stakeholders.
- Ensure that outputs and outcomes of the project are widely shared by coordinating reporting of specific activities, identifying and sharing learning materials with stakeholders.
- Develop and manage mechanisms, platforms and other electronic approaches that promote information sharing.
Program Planning
- Work closely with the Executive Director, Program Manager, and other team members to understand program goals and to meet expectations
- Develop standard operating procedures for data collection, management, analyses and reporting
- Prepare and oversee the production of the project communication materials, summary briefs, success stories and reports in close collaboration with the communication team
- Provide technical leadership in the design and implementation of evaluations and development of results frameworks.
- Contribute to information-sharing and data management systems
Operational Management
- Lead the process of collecting and preparing data for monthly, quarterly, semi-annual and annual reports.
- Participate in development and/or prepare necessary technical and program-related reports, including presentations and papers.
- Participate, and represent the organisation as needed, in outside associations, conferences, and symposia.
- Human Resources/Knowledge Management
- Develop support strategies for staff and introduce principles of inclusion
- Ensure compliance with donor regulations
Qualifications
- Degree in Social Work, International Development, Communication, Public administration or other relevant field of study (a Master degree will be an added advantage)
- 5 years’ experience with similar projects, and demonstrated experience in developing and managing knowledge management systems for education and advocacy
- Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently
- High level of computer literacy
- Demonstrate willingness to work in a team.
- Experience in documentation, dissemination, public affairs, web services, or editorial work;
- Proven ability to organize and share information effectively;
- Demonstrated writing, editing, computer, and analytical skills;
- Experience developing program dissemination plans, tools, and products;
- Ability to interact with established networks of senior level international health professionals, donors, universities and other partners;
- Experience managing complex, large-scale, donor-funded programs; USAID sponsored projects experience will be an added advantage;
Functional Skill Set:
- Demonstrate initiative and problem-solving skills
- Ability to prioritize within a multi-tasking environment
- Excellent written and verbal communication skills in English;
- Strong supervision skills to ensure activities, schedules, standards and progress are reviewed and monitored;
- Experience leading, mentoring, and motivating staff; a good understanding of performance management;
- Demonstrated good judgment and decision making.
