Gender-based violence (GBV) against women and girls is a grave issue of global concern, with 1 in 3 women experiencing some form of violence in their lifetime. The prevalence of Sexual and Gender-based violence is alarming, with 35% of women worldwide having experienced either physical or sexual intimate partner violence or non-partner sexual violence. Globally, 7% of women have been sexually assaulted by someone other than a partner, and intimate partners commit as many as 38% of murders of women.
In Nigeria, the situation is equally of serious concern, with nearly 3 in 10 women experiencing physical violence and 1 in 4 experiencing sexual violence. A 2018 survey by the National Population Commission revealed the prevalence of various forms of violence against women, including domestic, verbal, and physical abuse, rape and sexual assault, early and forced marriages, incest, female genital Mutilation, acid attacks, and outright killings.
A larger number of GBV perpetrators are men and, Unfortunately, Young men and boys exposed to GBV or experienced maltreatment as children. According to a 2014 UNICEF report, in Subsaharan Africa, approximately 9-20% of boys have experienced sexual violence before the age of 18. For instance, a study in Kenya found that about 9.7% of boys reported experiencing sexual violence in childhood.
This project will build on our previous work, by deepening efforts in collaboration with local stakeholders in Osun, Oyo, Imo, Ebonyi, FCT, Bauchi, Kano, and Cross River by reaching 16,000 people through capacity building and community engagements, addressing deep-rooted patriarchal norms and harmful masculinities to ensure the safety of women and girls in our communities and society. This project will involve young boys and men who have been victims of GBV in its activities, working closely with young women and feminist organizations and specifically responding to lack of knowledge on GBV and skills in advocating for an end to it. It will also provide support through a mentorship mentorship which will allow them to exemplify positive masculinity that ensures the building of healthy relationships with women and girls.
SCOPE OF WORK
This consultancy will focus on
- Reviewing Project Documents by analyzing project proposals, goals, objectives, and activities.
- Development of M&E Framework
- Data Collection and Management Tools which include standardized tools/templates for data collection, monitoring, and reporting, ensuring user-friendly and adaptable for physical and virtual environments.
- Conducting or guiding the collection of baseline data for measuring progress.
- Training project staff and stakeholders on M&E tools and practices.
- Providing technical support to integrate M&E into project activities.
- Developing clear reporting structures for timely and accurate updates.
- Establishing systems for periodic reviews and adaptive management.
- Outlining methods for ensuring data quality and validation.
- Developing detailed plans for mid-term and end-line evaluations.
KEY DELIVERABLES
- Inception Report to include Detailed work plan, methodology, and timeline for the consultancy.
- M&E Framework and Plan – Comprehensive document with M&E framework, KPIs, data collection methods, and reporting structures.
- Data Collection Tools – Standardized templates for surveys, interviews, and focus groups.
- Baseline Assessment Report- Report detailing baseline data, findings, and recommendations.
- Periodic Progress Report Templates- Templates for reporting progress against indicators.
- Mid-term and End-line Evaluation Frameworks- Detailed plans for conducting evaluations, including methodologies and timelines.
- Final Consultancy Report- Summary of activities, challenges, and recommendations for future M&E practices.
Delivery dates and how work will be delivered:
- Submission of final Manual on or before March 15th, 2025
- The final document was submitted as a mail attachment and through an online drive
Supervisory arrangements: The Consultant will work directly with the YHA Programs Manager while working closely with the Executive Director.
Qualifications:
The below-specified qualifications represent the requirements to reach the maximum number of points in the technical assessment.
- Bachelor’s Degree in Statistics, Economics or a related field
- 7 years of professional experience in research, data analysis, monitoring, evaluation, accountability and learning
- Applicants with prior engagement and experience in a similar role or capacity will be prioritized.
- Excellent writing and communication skills
