The right to basic education is a fundamental human right recognized in the Universal Declaration of Human Rights (1948) and in the UN Convention on the Rights of the Child (CRC), which was ratified by Nigeria in 1991. Education makes it possible for individuals to access other human rights. The Education sector in Nigeria faces numerous challenges such as inadequate funding and lack of transparency and accountability in the sector. The Universal Basic Education Act (2004) was, therefore, a good way to bridge the funding gap by ensuring a provision of 2% funding from the consolidated revenue from the
national government, this will, in turn, be shared at 50% counterpart funding with the states and the FG who in turn provide a 50% matching grant. Each of the 36 states and the FCT benefits from the grant equally.

A prerequisite for the release of funds by UBEC to UBEB is for the States to present a work plan that will show details of the state’s basic education needs. Meanwhile, available data shows that the framework being used by states in developing this work plan is not citizen inclusive as it should be, which in turn hampers transparency and accountability in the management and utilization of the disbursed funds as citizens cannot effectively monitor projects that they are not aware of in the first place.

Therefore, a key component of the project implementation is to develop a citizen’s participation framework that will allow citizens inclusion in the development of the state's UBEB work plan. We believe if this is done, citizens would be aware of the issues the funds are meant to address since they were involved in the development process. This also means that citizens who are mostly on the demand side of education services, such as parents and other community members, can support the government to serve them better by assisting the government in monitoring projects that are already delivered to
contractors for execution.

Scope of work

● Facilitating, reviewing and developing a Citizen’s Engagement policy/framework for the SUBEB budget/Workplan in FCT, Kebbi, Kano, Kwara and Ebonyi state.
● Validate and deploy the developed policy/framework
● Facilitate a validation meeting

Key deliverables

● A developed or adopted Citizens Engagement Policy for the SUBEB Budget/workplan in FCT, Kebbi, Kano, Kwara and Ebonyi states.
● A Report of the Validation workshop

Duration of Work: 6 weeks

Qualification: 

● At Least a BSC in Education or any related fields
● Not less than 25 years of work experience with the State or Federal level parastatal in an education-related department
● Vast knowledge of the processes leading to policy and work plan development at SUBEB
● Verifiable evidence of similar consultancies undertaken in the past
● Responds positively to critical feedback and differing points of view during the framework development and report.
