Call for Consultant: Consultancy to Conduct Kaduna and FCT Education Annual Budget Review.

Kaduna State faces significant challenges in ensuring equitable access to quality education, particularly for girls and marginalized groups. Despite various policy commitments and initiatives, gaps remain in translating gender-responsive education policies into adequately funded budget allocations. The Kaduna State Gender Responsive Education Sector Plan (GRESP) provides a framework for addressing these disparities, yet the extent of its implementation and budgetary support requires systematic evaluation.

Gender-responsive budgeting is a critical tool for ensuring that public resources are allocated in ways that address the different needs, priorities, and constraints faced by women, men, girls, and boys. In the education sector, this approach is essential for closing gender gaps in enrollment, retention, and learning outcomes. Current data suggests that despite policy commitments, significant disparities persist in educational access and quality, particularly affecting girls in rural and marginalized communities.

The Ministry of Education’s annual budget serves as the primary vehicle for implementing education policies and achieving stated objectives. However, without systematic analysis of how these resources are allocated and utilized, it becomes difficult to assess whether budgetary decisions align with gender equity goals and contribute to improved educational outcomes for all students.

Objective

This consultancy aims to evaluate the gender responsiveness of the Kaduna State Ministry of Education annual budget, assess the implementation of GRESP priorities, and provide actionable recommendations for enhancing resource allocation to improve access to education for girls and marginalized groups.

ELIGIBILITY

  • Advanced degree in Public Policy, Education, Gender Studies, Economics, or related fields.
  • Minimum of 5-8 years of experience in public financial management, gender-responsive budgeting, or education sector planning.
  • Proven experience conducting budget analysis or policy reviews in the education sector.
  • Strong understanding of gender and education issues in Nigeria.
  • Excellent report writing and analytical skills.
  • Knowledge of Kaduna State and the Nigerian education system and policies is an advantage.
  • Experience with budget analysis software and tools.
  • Familiarity with the Kaduna State and FCT education context preferred.

SCOPE OF WORK:

This consultancy will focus on 

  • Analyze the most recent annual education budget of the Kaduna State Ministry of Education, the Federal Ministry of Education Nigeria, and review the GRESP and related education policy documents.
  • Identify and quantify budget lines targeted at gender-responsive programs and determine the proportion of the total budget allocated to gender-specific interventions.
  • Assess the extent to which GRESP gender components have been implemented and review expenditure reports and implementation data.
  • Conduct interviews or consultations with relevant stakeholders from the Ministry of Education, Budget and Planning, and civil society organizations.
  • Prepare, process, validate, and analyze collected data. Draft comprehensive findings with summary and presentation of main findings.

  • Inception Report – Detailed work plan and methodology
  • Preliminary Findings Report – Initial observations and key findings
  • Draft Final Report – Comprehensive analysis with recommendations
  • Final Report – Incorporating stakeholder feedback
  • Executive Summary – Concise summary for leadership presentation (not exceeding 5 pages)
  • Policy Brief – For advocacy use with the Ministry of Education
  • Stakeholder Presentation – PowerPoint presentation of key findings

DURATION AND WORKING SCHEDULE:

  • Inception report (within 2 weeks)
  • Preliminary findings (within 4 weeks)
  • Draft final report (within 6 weeks)
  • Final report (within 8 weeks) after contract signing. 
  • 12 weeks total duration (Maximum).
