Call for Consultant: Consultancy to deliver media services for child marriage behavioural change campaign in 5 Northern states

YouthHubAfrica (YHA) is a youth-led organization advancing youth participation, civic engagement, gender justice, climate action, and accountable governance across Nigeria and the African continent. Through diverse interventions, convenings, capacity-building, policy engagement, and advocacy, YHA works with national, regional, and international partners to drive meaningful change.

Child marriage remains a critical challenge globally and in Nigeria, where 30.3% of girls marry before age 18 and 12.3% before age 15. Beyond being a human rights violation, child marriage undermines girls’ education, health, and economic potential, and without accelerated action, millions more girls remain at risk.

YHA is therefore implementing advocacy and awareness initiatives to promote girls’ education and end child marriage in Nigeria, with a focus on shifting social norms, amplifying girls’ voices, and mobilizing stakeholders around protective policies.

A key pillar of this strategy is radio, an effective platform for reaching rural, underserved, and hard-to-reach communities with clear, culturally relevant messages that spark dialogue and drive behavior change. To this end, YHA seeks to engage an experienced consultant to deliver media services for child marriage behavioural change campaign in 5 Northern states.

Objectives:

  • To engage and coordinate suitable media platforms, radio stations and billboard locations that maximise campaign visibility and reach among target audiences in Kano, Kaduna, Bauchi, Adamawa, and Borno states.
  • To produce and disseminate high-quality, culturally appropriate, and gender-sensitive radio jingles and billboard materials that amplify key messages on ending child marriage across the five project states.

SCOPE OF WORK

The consultant will work closely with YouthHubAfrica’s program team to deliver media services for child marriage behavioural change campaign in 5 Northern states.

Specifically, the consultant will: 

  • Review project documents and consult with the team to understand campaign objectives, target audiences, and communication priorities.
  • Develop culturally appropriate, gender-sensitive creative concepts and scripts for radio jingles in Hausa and Pidgin, then recruit voice-over artists and produce broadcast-ready audio files.
  • Identify and engage suitable radio stations across the project states, negotiating airtime rates and broadcasting schedules.
  • Coordinate the placement and airing of approved jingles while ensuring stations adhere to agreed schedules.
  • Facilitate payments, collect broadcast evidence such as airtime logs and performance certificates, and maintain all supporting documentation.
  • Identify, design, and secure billboard placements by negotiating with vendors and coordinating the installation of approved materials. 
  • Monitor visibility and compliance throughout the campaign while managing payments and maintaining all supporting documentation.
    • Maintain comprehensive records of all negotiations, contracts, invoices, receipts, payments, and implementation evidence including photographs, airtime logs, and proof of payment.
  • Submit periodic progress reports on placements, schedules, locations, and reach, culminating in a final report covering activities, achievements, challenges, and recommendations.

KEY DELIVERABLES

  • Planning & Scripting: Submit an inception report with the production approach and work plan, alongside draft jingle scripts for review and approval.
  • Audio Production: Deliver voice recordings in approved languages, final produced jingles (30–60 seconds), and master/editable audio source files.
  • Creative & Media Planning: Provide billboard designs, a media placement plan and schedule, and a list of engaged radio stations and billboard locations.
  • Vendor Agreements: Submit signed contracts with all media vendors covering both radio and billboard placements.
  • Proof of Implementation: Provide evidence of radio broadcasts (airtime logs, certificates, recordings) and billboard placements (photographs and location details).
  • Financial & Reporting: Maintain financial documentation, including invoices, receipts, and proof of payments, and submit periodic progress reports and a final consultancy report.

Delivery dates and how work will be delivered:

  • The assignment is expected to be completed within days from contract signing.
  • All strategic documents and supporting materials will be delivered to YouthHubAfrica in electronic formats. All materials must be submitted in electronic format (Word documents, PowerPoint templates, PDF resources).

Supervisory arrangements: The Consultant will work directly with YouthHubAfrica’s Program Officer for Education & Girl Child Literacy

Expected Travel: No travel required

Qualifications:

  • Minimum 5 years of experience in Communication, Marketing, Media Studies, Journalism, or a related field 
  • Experience working on gender and education issues, particularly girls’ education in Nigeria or similar contexts
  • Proven experience in media buying, campaign management, or advertising, including radio jingle production and billboard placement
  • Prior experience working with NGOs or donor-funded projects is an advantage
  • Strong understanding of behaviour change communication (BCC) principles
  • Ability to develop culturally appropriate, gender-sensitive, and audience-specific content
  • Proficiency in audio editing and production tools
  • Strong documentation, reporting, and record-keeping skills
