In Nigeria, there has been a longstanding need for increased transparency and accountability in governance. Mismanagement of public funds, lack of proper monitoring, and limited mechanisms for tracking government performance have contributed to a lack of trust between citizens and public institutions. The needs and challenges faced by communities vary significantly across regions. From infrastructural to social economic, a uniform approach to governance might not adequately address the specific needs. And for citizens to contribute to governance effectively, they should be able to present a scorecard of how the government has fared. This includes the impact of government intervention on their community, environment, livelihood, etc. This initiative will, therefore, promote transparency and accountability in governance by providing a platform for the citizens to assess government performance in the interventions provided to their communities.
The SPA II project aims to tackle the poverty and unemployment problems young Nigerians face today, especially those in marginalised communities. The project aims to explore and establish new ways to get youth, women, and PWDs interested in directly addressing the issues affecting their
communities. Targeted communities nationwide for the implementation are Borno, Adamawa, Yobe, Lagos, FCT, Akwa-Ibom, and Enugu states. The project intends to engage young Nigerians, especially women, with capacity-building information to allow them to enjoy their democratic rights. For them to enjoy sustainable livelihood through government’s adoption of climate change actions and their increased action through skills-building, youth-led campaigns, and advocacy, YouthHubAfrica (YHA) is working with ActionAid Nigeria(AAN) in the implementation of the SPA II project that is being implemented in the following communities in the FCT: Waru Community, Kabusa Village, New Jerusalem in Dutse Makaranta, Dukpa Community in Gwagwalada, Bwari Village in Bwari, Garki Village ” in The Federal Capital Territory.
Scope Of Work: This consultancy will focus on
- Develop and submit an Evaluation plan
- Conduct an assessment of the SPA 2 project
- Submit a report of the impact of each activity within the SPA 2 project.
Duration: 12 working days (11th December to 25th December 2023). The initial recommendation and zero draft report must be ready by 18th of December 2023.

Eligibility
- Master’s degree, preferably in statistics, Social Sciences, or another relevant field.
- Experience in Monitoring and evaluation, designing tools and strategies for data collection, analysis, and production of reports.
- Proficiency in data analysis using software tools such as SPSS, NVIVO, data triangulation, and national demographic data.
- At least 5 years experience in conducting M&E work in youth development, gender, and human-rights-based interventions.
- Knowledge of monitoring and evaluation approaches and experience in designing, developing, and implementing M&E systems.
- Ability to work with the organisation and other stakeholders to promptly ensure a high-quality product’s delivery.
- Resident in Abuja is preferable.
